HUD CIO Lisa Schlosser to join to EPA

schlosserThe DorobekInsider has confirmed that HUD CIO Lisa Schlosser will join the Environmental Protection Agency on Dec. 22. She will oversee the Office of Information Collection. We have been hearing discussions that she was leaving HUD for some time — and then heard that it was for a non-traditional CIO job. But we have now confirmed that she is going to EPA.

As it is described to me, the office is “very strategic” and it oversees, among other things, the overseas or Central Data Exchange and National Environmental Information Exchange Network and online rule making. It is different from the traditional CIO job.

OEI works in collaboration with our partners and customers to develop and implement innovative EPA collection policies to ensure that information is more efficiently and accuratelycolleted. OEI enables the Agency to protect human health and the environment through informed decisions and actions.

Schlosser has been at HUD since 2005 and she was part of a very focused management team — so much so that they would have regular and focused meetings to discuss the agency’s key issues. Back in 2006, FCW referred to it as HUD’s team effort. Schlosser also served in Iraq as a reservist… and she spoke about that with Jason Miller, then at FCW, now, of course, at Federal News Radio 1500 AM. Lisa Schlosser became the Department of Housing and Urban Development’s (HUD’s) Chief Information Officer (CIO) on February 7, 2005. Ms. Schlosser has over 20 years of experience in Information Technology (IT) management, IT Security and associated business operations in both the public and private sectors.

The focus of the Office of the Chief Information Officer is to serve as the key advisor to HUD on IT Solutions and to work with key business leaders to ensure that HUD is capitalizing on current technology solutions to meet HUD’s business objectives. The CIO’s specific goals are to: (1) rapidly modernize HUD’s Information Technology to support key HUD business initiatives; (2) transform the Information Technology infrastructure to adapt to and adopt emerging technologies; (3) develop a cadre of highly capable IT professionals with mission critical competencies needed to meet the Department’s goals; (4) and to provide secure, rapid, and reliable data and information to our customers, citizens, and business partners.

Prior to coming to HUD, Ms. Schlosser held two senior management positions at the Department of Transportation (DOT)– first as the Associate CIO for IT Security and second as the Associate CIO for IT Investment Management, both within DOT’s OCIO. As Associate CIO for IT Investment Management, Ms. Schlosser oversaw Department IT Strategic Activities, including the creation of an IT Strategic Vision and Plan, IT Performance Measurement, Capital Planning, IT Security/Privacy, and compliance with the President’s Management Agenda in E-Government. She leaves a legacy at DOT as their first senior-level IT Security official and as an early advocate of integrating IT Security into the Department’s lines of business, including capital planning, human resources, and procurement.

Prior to her government service Ms. Schlosser served as Vice-President, Business Operations and Response Services, for Global Integrity. She was also a Senior Manager in the Ernst & YoungeSecurity Solutions branch, and a Director, Information Security Services, for Troy Systems. Before entering the private sector, she served as a Military Intelligence Officer with the U.S. Army, specializing in communications and information systems security. Ms.Schlosser continues to serve as an officer in the US Army Reserves. Ms. Schlosser graduated with a Bachelor of Arts degree in Political Science from Indiana University of Pennsylvania. She earned a Master’s degree in Administration from Central Michigan University.
